May i know, how to restrict the wsp to be deployed globally such that it is targeted only to a particular web application I want to determine it's deploying state so my code will wait until the previous solution is deployed. Any extra settings or any xml elements in vs 2012 or using powershell, for achieving this?

Every guide i've found uses the same commands that i am using which seems like it works but my web parts never show up in the web part gallery They do show up in the web part gallery through the visual studio deploy method so visual studio must be doing something else to provision them there. After making this change (and commenting out the webconfigmodifications code), the solution is in central admin (showing as activated on the web application), but the web app features are not showing up in central admin.
