Recruiting minthara without running through hassle the bug this guide focuses on is the enemy of justice condition that shows up in act 2 when you knock enemies out while they witness you murder someone and they are a character in act 2 Talk to minthara and tell her you’re going to attack the grove with her as she is walking away enter turn based mode and use shatter or a similar spell to instakill the scrying eye.

Minthara at moonrise tower bug i followed the steps to recruit her but she was bugged and wouldn't do anything her character was there but she didn't trigger her cutscene (only the goblins cutscene happened) and she just stood there even after the conversation I could hit her and kill her but she never attacked back and never showed up in the jail list exactly what steps you have followed.
